A 0.3m-hig concrete wall was built around each group of tanks to contain any leaks, but their drain valves were left open all the time to prevent rainwater from collecting. 

汚染水が漏れた場合に食い止めるタンク群の周囲の堰(せき)も、「豪雨や台風が来るから」と排水弁を開け放していた。

    The tanks have not been equipped with monitors.  There is no record to show how much has been exactly leaking so far.  The only way Tepco has been checking for leaks is to have a worker perform a visual check of the surroundings twice a day. Obviously this wasn’t enough. 大問題は急増でタンクに計測メーターがないこと。汚染水漏れのチェックは12回、タンク群の周りを目視するだけだった。
    60種類の放射性物質を取り 除ける「多核種除去設備」(ALPS)が試運転の段階で水漏れし、稼働の見通しは立っていない。 So far some of cesium is the only material to have been filtered out.  The ALPS device that is meant to filter out more than 60 different kinds of radioactive material has never worked because of the leakage problems.
    There are two types of tank, one that can be built in a week, and another which is much more durable but takes two months to build.  The ones that leaked were of the first type.  Because four hundred tons of radioactive water were created as a result of having to keep cooling the melted cores, and this needed to be stored because the ALPS was not working.  Tepco had no choice but to keep building the type of tan that only takes a week, and they never had time to test their durability against radioactive material.  They found that some of the leaks had occurred from the packing material between the bolts.
