つまり汚染水問題につい信頼性向上や対外説明などでIAEAは日本を支援してくれと言っているのだ。これはありていに言えば、汚染水の数値は危険のレベルではないと言ってくれと圧力をかけたということだ。

It appears to be the Japanese government has asked the IAEA(Interneational Atomic Energy Agency) to sort out the radioactive water leaking problems, but I believe it actually means that the Japanese government has put pressure on Mr. Amano to say that a level of radioactive leaking is not in any danger level.
Mr. Amano, a former bureaucrat, was given a post as a head of the IAEA with a help from the Japanese government.
