つまり汚染水問題につい信頼性向上や対外説明などでＩＡＥＡは日本を支援してくれと言っているのだ。これはありていに言えば、汚染水の数値は危険のレベルではないと言ってくれと圧力をかけたということだ。 
天野氏は日本政府によってＩＡＥＡ事務局長に”天下り”#1させてもらった官僚である。

It appears to be the Japanese government has asked the IAEA(Interneational Atomic Energy Agency) to sort out the radioactive water leaking problems, but I believe it actually means that the Japanese government has put pressure on Mr. Amano to say that a level of radioactive leaking is not in any danger level.
Mr. Amano, a former bureaucrat, was given a post as a head of the IAEA with a help from the Japanese government. 
(Editor's note: ”天下り”#1 This phrase is “Ama Kudari” which literally means “descent from heaven” . This is saying that high-ranking government officials are likely to obtain executive posts in private firms with which they used to do business.)
