77% of the budget is still unused, Tepco refuses to cover all the cost of
decontamination. 除染費用77%は未使用。 東電が除染経費の支払いを拒否
-The Environment Ministry has failed to use as much as 76.6 percent, or 247.2 billion yen, of its budget for the decontamination of radioactive areas around the Fukushima No. 1 nuclear plant, the Board of Audit said.
-The ministry faces another problem: Tokyo Electric Power Co. The operator of the stricken Fukushima plant refuses to cover all the costs of the decontamination work, as required under the law.

Tepco subcontractors got deals to do the decontamination making huge profits, only to be proven later, that it is not effective. Although Tepco doesn't pay what is required to do under the law, their subcontractors still get huge profits.

福島第1原発事故で汚染された地域の除染事業で、東電子会社などのファミリー企業が下請けに参入していることが明らかになった。除染は国が税金で立て替えて進めている。費用が返還されないままだと、事故を起こした東電側に利益が還流することになる。

For Evacuees?

(Editor's note) The government admitted that decontamination work is not effective to reduce the amount of ionizing radiation in the atmosphere.
To avoid even more evacuation they had decided and announced that 20mSv/y is safe.
They still said 1mSv/y is a long term aim, but there is no other alternative plan announced to reduce the radiation apart from the in-effective decontamination work program.

The officials have suggested to residents that it is ok to live there, even
if the level of radiation does not go down below 0.23uSv/h.
As long as they monitor their exposure levels by wearing a dosimeter and they manage to live carefully inside their houses so as not to be exposed to more than 0.23uSv/h.

What support has the Japanese Government give to evacuees?
The government said they are going to support the evacuees with a new
proposal. I am concerned because of this evidence of 50 mSv/y dose limit;
年間積算放射線量が50ミリシーベルト超の「帰還困難区域」について、帰還まで長 期の時間がかかることを明確にした上で、移住先で住宅を確保できるよう賠償金を手厚くする.....
Those residents in the area with more than 50mSv/y will get sufficient
financial help from the government, but those in the remaining area will
not be going to get financial support.

The Environment Ministry has requested 670 million yen ($6.7 million) in budget allocations for the next fiscal year for a program to distribute dosimeters to 4,200 residents from areas designated as "zones being prepared for the lifting of the evacuation order.” http://ajw.asahi.com/article/0311disaster/fukushima/AJ201311210067
