In Fukushima prefecture there was 2 million population including 360,000 children. The government evacuated 80,000 citizens out of 20km radius of the plant but it seems even that most of them were evacuated to places within Fukushima Prefecture. Even Fukushima-city which is 50km away from the plant is no longer safe, especially for children. The government statistics shows that only about 36,000(including about 20,000children, 5.5%) left Fukushima prefecture. And most of them left Fukushima Prefecture voluntarily without any financial support from the government. So people who could afford left already.
Also I heard that more than half of the parents don't go on the internet, so I hate to say but the Government's false safety campaign through the main medias has been brainwashed most of the citizens. Even some of them are aware of the danger, it's very challenging to have to stay in the radioactively contaminated area and constantly be alert for the danger in every day life. Also there are some people who are aware of the danger and made their own decisions accordingly.
Evacuation is the best option for children but often cause the family breakup. People in Fukushima have more traditional value of the life than the other areas in Japan. Therefore many families live with their parents if the husband is eldest one in the family and looks after them till they die. If they decide to evacuate their children, some need to leave their elderly parents behind because it’s get difficult financially to look after in the new places to find a good job that can pay their double living cost. Many need to keep up paying their mortgage of their house. In some cases, the only solution is to divorce, so mothers and children can leave Fukushima. Mr. Seiichi Nakate works as a helper for disabled people at NPO IL center in Fukushima-city. He evacuated his children and wife into the west of Japan, but stays in Fukushima-city to carry on earning for his family’s double living cost. He is one of some fathers who evacuated their children for their safety voluntarily but have to keep up paying mortgage of their house. He can only see his children on the weekend. The best solution to protect children is to evacuate them.
If it's difficult with some reasons, then the second best option would be a recuperation program to reduce the radiation exposure as much as possible.
