Dear all,

Thank you all for visiting, reading and sharing the news with me on the Fukushima Appeal Blog. I’ve kept it running since February 2012. Unfortunately, I will need some break now to attend to some of my health issues.

I would like to thank this blog and its supporters for giving me an opportunity to become a part of the slowly awakening global community during this very important time of global change. I had zero knowledge of nuclear before the Fukushima disaster, and was and still am a just normal citizen. It’s been hard to see Japan becoming a criminal, immoral and authoritarian country since the Fukushima Disaster. So it’s been a huge awakening and healing process to have a platform to speak out instead of feeling powerless, angry and sad about it. With the new secret law that is going to be introduced in Japan soon, Japanese people will need more help than at any other time in its history from foreign bloggers, doctors and scientists. Please remember Fukushima. I hope that the more difficulties we may encounter, the stronger and connected we will become to fight against injustice and be able to act from our heart space. (Mia)

UNSCEAR and the Japanese Government announced recently up to 20mSv/y for a long term period is safe after admitting decontamination work can't reduce the amount of radiation in the atmosphere. The Japanese Government not only raised the threshold of radiation dose in the atmosphere, but also in food, water, debris, manure, sewage. Also Tepco workers' threshold was raised since the Fukushima Disaster from 100mSv to 250mSv per 5 years.  The human body can't suddenly adjust to deal with such an amount of ionizing radiation. 
In Chernobyl, nobody has to live in areas where the radiation level is more than 5mSv/y unless they want to.  In Japan, the government applies the ICRP model for emergency situations as a normal one, and treats 20mSv/y areas as safe places to live so they do not have to evacuate people from such areas.  We shouldn’t allow this false sense of security to remain unchallenged, otherwise it could be foisted on the rest of the world as well.
Although ICRP doesn't consider internal exposure to ionizing radiation, 1mSv/y by the ICRP standard has been considered as an international standard for citizens that was based on the data of Hiroshima/Nagasaki nuclear bombs victims. http://hps.org/publicinformation/ate/q8900.html
Radiological limits
Radiological Limits give radiation limits for workers, apprentices and students, and members of the public. The values given are recommended by international organisations such as Euratom, ICRP, and IAEA and the national German authorities. A typical radiological limit for radiation workers is 20 mSv/y (20 milli Sieverts per year). For members of the public, the radiological limit is much lower at 1 mSv/y.

The Japanese government agreed to the limits set by the ICRP (INTERNATIONAL COMMISSION ON RADIOLOGICAL PROTECTION) at ”1mSv”/year, set up after the Chernobyl accident. This standard was considered as the limit for people evacuation. But today, many children and their families go on living in areas above 1mSv/year, even after decontamination, without anything else being done. This limit was even raised to 20mSv/y with recommendations of half an hour per day outdoors for small children last year.
So we are more determined than ever since Japan was selected to host the 2020 Olympic Games in Tokyo. The country must take its responsibilities towards the Japanese people who live in areas with an exposure of more than 1mSv/y.

国際人権NGO「ヒューマンライツ・ナウ」や国際環境NGOFoE Japan」など国内の63団体は24日、国連科学委員会(UNSCEAR)が明日、国連総会に提出する「福島調査報告」について、抜本的な見直しを求め る緊急声明を発表した。福島原発事故の健康影響について、子どもの甲状腺がん以外はないとする同報告書について、客観性や独立性が乏しく、被曝を過小評価 していると指摘。内容を見直すように求めている。
問題となっているのは、明日25日に国連の第4委員会に提出される国連科学委員会の「福島報告書」。同報告書は、福島県の成人の平均生涯実効被曝線 量を 10ミリシーベルト以下と推定。乳幼児の甲状腺がんは増加すると言及しているものの、「被ばくした一般市民やその子孫において、放射線由来の健康影響の発 症の識別し得る増加は予期されない。」と結論づけている。

これに対し、声明では、国連科学委員会は、原発事故後、独自の調査を実施しておらず、
日本政府や福島県から提供されたデータのみに基づいていると批判。中立性や生活性に疑問があるとしている。
また、低線量被曝については、放射線影響調査研究所による広島・長崎の原爆被害者のLSS(
寿命調査)報告(2012年)をはじめ、ここ数年、新たな論文が次々に発表されているが、こうした最近の疫学研究を踏まえていないと指摘している。
ヒューマンライツ・ナウ事務局長の伊藤和子さんは、記者会見で「安易に健康影響を過小評価している」と。また、FoEジャパン理事の満田夏花さんは 「報告 書がドラフトの段階で、一度も一般公開されず、被災当事者や市民、第三者の専門家によるパブリック・レビューを得ていないことのは、大きな問題」と指摘。 科学というものは、第三者が検証できてはじめて科学と言えるが、この報告書は、第三者の検証ができない、極めて非科学的なもの」と断じた。
また、昨年11月に福島原発事故後の人権状況について現地調査をした国連「健康に対する権利」に関する特別報告者のアナンド・グローバー氏が、今年 5月に 国連人権理事会に調査報告書を提出した報告書に言及。グローバー氏は、日本政府に対し、年間1ミリシーベルトという明確な基準を示して、健康管理調査や支 援措置などの政策改善を勧告しているが、満田さんは「国連総会の議論にも、グローバー氏の勧告が十分に反映されるべき」と強調した。
国連科学委員会の「福島報告」は、国連総会第4委員会での審議を経て、通常ならば、12月に国連総会で採択される。ただ、汚染水問題や原発作業員の被ばく線量など、報告書のもととなるデータを網羅した付属文書がまだまとまっていないため、見通しは未知数だ。
ヒューマンライツウオッチらは、このあと、日本時間22時30分から、国連総会が開催されるニューヨークでサイドイベントを開催し、その場で、アナンド・グローバー氏が同報告書にコメントをする見込み。

RT News, Nov. 20, 2013: Homeless men employed cleaning up the stricken Fukushima nuclear plant, including those brought in by Japan’s yakuza gangsters, were not aware of the health risks they were taking and say their bosses treated them like “disposable people.” [...] While some workers voluntarily agreed to take jobs on the nuclear clean-up project, many others simply didn’t have a choice [...] many of the workers were brought into the nuclear plant by Japan’s organized crime syndicates, the yakuza. [...] Although a special task force to keep organized crime out of the nuclear clean-up project has been set up, investigators say they need first-hand reports from those forced to work by the yakuza [...]
Anonymous former Fukushima worker: We were given no insurance for health risks, no radiation meters even. We were treated like nothing, like disposable people — promised things, and then kicked us out when we received a large radiation dose.
Tomohiko Suzuki, journalist who worked at Fukushima plant
: The government called Tepco to take urgent action, Tepco relayed it to subcontractors — and they, eventually, as they had a shortage of available workers, called the Yakuza for help. [...] They were given very general information about radiation and most were not even given radiation meters. They could have exposed themselves to large doses without even knowing it. Even the so-called Fukushima 50 [...] at least three of them were enrolled by the yakuza.

Tepco subcontractors got deals to do the decontamination making huge profits, only to be proven later, that it is not effective. Although Tepco doesn't pay what is required to do under the law, their subcontractors still get huge profits.

福島第1原発事故で汚染された地域の除染事業で、東電子会社などのファミリー企業が下請けに参入していることが明らかになった。除染は国が税金で立て替えて進めている。費用が返還されないままだと、事故を起こした東電側に利益が還流することになる。

(Editor's note) The government admitted that decontamination work is not effective to reduce the amount of ionizing radiation in the atmosphere.
To avoid even more evacuation they had decided and announced that 20mSv/y is safe.
They still said 1mSv/y is a long term aim, but there is no other alternative plan announced to reduce the radiation apart from the in-effective decontamination work program.

I picked a few of them for this post.
<福島県川内村村議会議員 西山千嘉子氏からの情報> 7/11/2011 原発作業員の死亡はこれまで3名と発表されているが、あくまでも、作業中に体調不良で亡くなった方の数。契約を終えて家に帰ってから亡くなる方が多いが、それはまったくカウントされていない。これまでフクイチ原発作業に携わった作業員は、のべ10万人、そのうち約4%にあたる4300人が亡くなっているという。直接の死因は心筋梗塞が多いよう だ。そのようにして亡くなくなった場合には、億単位の多額の口止料が支払われており、口外すると没収されてしまうため、家族も一切口をつぐんでいるよう だ。
According to Ms. Chikako Nishiyama, a former member of the Kawauchi village Assembly, the official announcement that 3 Tepco workers being the number who died during their work at the Fukushima Daiichi Nuclear Plant. Ms. Nishiyama commented that Tepco doesn't count the workers if they died after their contracts ended. She also said that there were 100,000 shifts shared between the work force that have worked at the Fukushima Daiichi Nuclear Plant so far, also, 4% of 100,000 (4300) workers have reportedly died. Most of them have died of heart attacks. If they died suddenly then Tepco paid a huge amount of money (about 3 million yen )to their families, to keep them silent about the deaths. If they talk about the deaths then the money that would be taken back. Therefore, nobody has said anything about it in the public domain.
原発作業員以外にも、自衛隊員が64名、警官が300名近く、亡くなっているようだ。警官は、警戒区域の検問などに常時携わっているが、防護服なしなので、被曝量は相当なものになっているはずだ
Apart from Tepco workers, 64 members of the Self Defence Force and about 300 policemen have also died. They said that those policemen who work at the security check points of the no go zones in Fukushima prefecture are not wearing any protection, therefore, they have been exposed to huge amounts of ionizing radiation.

The above information came from a whistle blower, Prof. Seto at professor at Tohoku University and was also a Disaster control headquarters inspector general (in 2011). After releasing the information, his blog account was suspiciously closed. http://bit.ly/sEGL7d (this account was closed.)
以上、西山さんの情報で精度の高そうなものは、瀬戸教授の内部告発による、行方不明者のうち数名が県立医大に検体として持ち込まれていた。 One other thing Prof Seto said that seemed close to the truth was that several missing bodies that were found in the Fukushima Daiichi Nuclear Plant were taken into Fukushima Medical University and kept as specimen materials.

University of Tohoku Hospital has been imposing a gag order to stop the top secret information on the Fukushima Daiichi Nuclear Accident from leaking outside. One of top secret information is about 800 out of 3000 Tepco clean-up workers died because of high exposure to ionizing radiation at the site. Those patients received some examination at the University of Tohoku Hospital, then had been taken into one of their branch hospital in Niigata prefecture and stayed till they die quietly. Because there was nothing the doctors could do to save their lives.

(1h5m-) The Japanese comedian Makorine of Oshidori interviewed a chief nurse of the medical department for the Fukushima Daiichi Nuclear Plant sometime back in 2011 and got the facts on mortality stories of the clean-up workers. However, she wasn't able to publish the information at that time. She got a chance to mention it in front of the big audience when she worked as a master of the ceremony at the lecture by Dr. Yablokokv in Tokyo on 18th of May, 2013.
She said that there have been so many workers dead without being reported. Some died during the 2 days break, some didn't turn up the next morning and were found dead.... Those who died haven't been measured for how much exposure they got. Tepco doesn't count and report the dead unless they die during their work hours.”

Those residents in the area more than 50mSv/y will get sufficient financial help from the government, but those in the remaining area are not going to be financially supported. …Where are those residents in 50mSv/y going be housed? Another “win” for Britain’s Ministry of Foreign Affairs, who operates the ODA (Official Development Assistance). They have managed to obtain support from the United Nations on this one.
I first wrote about this particular ODA in June last year, with the follow-up post in September when the Ministry of Foreign Affairs formally requested the appropriation for the 3rd supplementary budget.
Now it’s official, with the help of the UN. Canned fish from Tohoku will be given to people in developing countries in the world so that the fisheries in the disaster-affected areas can recover and “baseless rumors” disappear.
The fish cans will go to Cambodia and 4 other countries and will be used in school lunches to feed school children.

Food aid to dispel baseless rumors, by sending canned food made in disaster-affected areas to developing countries
 政府は、東日本大震災の被災地で製造された水産加工品を発展途上国の人々に食べてもらうため、国連機関の世界食糧計画(WFP)と政府開発援助(ODA)に関する書簡を交換した。食料支援を通じ、被災地の水産業振興と風評被害の解消につなげるのが狙いだ。
The Japanese government exchange letters with the UN WFP (World Food Programme) regarding the ODA (Official Development Assistance) so that people in developing countries will be able to eat processed marine products made in the areas affected by the March 11, 2011 earthquake and tsunami. The purpose is to promote [the recovery of] fisheries industry in the disaster-affected areas and to dispel baseless rumors [that food in Japan is contaminated with radioactive materials].
 政府が平成23年度第3次補正予算に計上した10億円を元手に、WFPが青森、岩手、茨城、千葉の4県の水産加工場で製 造されたイワシやサバなどの水煮の缶詰を調達。カンボジアなど5カ国で学校給食などに役立ててもらう。加藤敏幸外務政務官は書簡交換の式典で、「甚大な被 害を受けた被災地の水産加工企業は、操業の全面再開に向け努力している」と強調した。
The Japanese government allocated 1 billion yen in the fiscal 2011 3rd supplementary budget. Using this money, WFP will purchase cans of boiled sardines and mackerels made in factories in Aomori, Iwate, Ibaraki, and Chiba Prefectures. The cans will be shipped to 5 countries including Cambodia for the use in school lunches. Toshiyuki Kato, parliamentary secretary of the Ministry of Foreign Affairs [No.3 politician at the ministry] emphasized in the letter exchanging ceremony, “The marine product processing companies in the disaster-affected areas have sustained grave damage, and they are doing their best to resume full operation.”
 このODAをめぐっては、東京電力福島第1原発事故の影響を懸念する一部の市民団体などが反発。外務省幹部は「放射線量を検査し、安全性に問題がないものを輸出することで、海外に根強い風評被害の打破を図りたい」と説明している。
There are a few citizens’ groups who oppose this particular ODA program as they are worried about the effect of the Fukushima I Nuclear Power Plant accident. The top officials at the Ministry of Foreign Affairs explain that the radiation measurement will be conducted, and only those products without any worry of safety will be exported so that the baseless rumors that still persist overseas are dispelled.
When the Japanese government officials say “without any worry of safety”, their safety equals 100 becquerels/kg of radioactive cesium starting April 1, 2012.
I couldn’t find any press release on this, and no information as to other 4 countries receiving the canned fish from Japan.

"Chernobyl Was Transparent Compared to Fukushima": Harvey Wasserman on Ongoing Crisis 福島事故よりチェルノビル事故のほうが情報の透明性があった。Harvey Wasserman氏、現在進行中の危機について


The operators of Japan's devastated Fukushima nuclear plant have announced plans to remove 400 tons of highly irradiated spent fuel from the site, in an unprecedented operation that began Monday November 18. Nuclear researcher Harvey Wasserman believes that the highly risky procedure, in fact, the entire plant needs to be taken out of the hands of the operators- Tokyo Electric Power (TEPCO).
In this interview with GRITtv, Wasserman explains how the fuel rods at Reactor Number Four have been stored since the earthquake and tsunami that hit the Fukushima Daiichi Plant in March of 2011. They can't heat up, be exposed to air or break without releasing deadly gas, but the cooling pool they've been resting in is leaky and potentially corroded by seawater and could never withstand another tremor or quake. The cooling pool is also 100 feet up.
"These rods have to be brought to the ground. It's never been done under these kinds of circumstances," says Wasserman. But as a 40-year activist in the field, Wasserman is especially concerned about the operators, TEPCO.
"I believe we got better information from the Soviet Union about Chernobyl than we're getting from TEPCO and the Japanese about Fukushima," he told GRITtv.
 A petition with more than 150,000 signatures was delivered to the United Nations earlier this November, calling for the world to take action. But who? As he points out, the International Atomic Energy Agency" has a mandate to promote nuclear power."
What does all of this say about the prospect of safe nuclear power and the "new generation of plants" the Obama administration endorses? And what about the Tokyo Olympics? Wasserman's answers aren't reassuring.

Makorine of Oshidori, a comedienne of Yoshimoto Kogyo Co., Ltd. and beginning journalist of News for the People in Japan(NPJ) knew that a young worker in Fukushima Daiichi Nuclear Power Plant had been exposed to 60 mSv/year, had been ordered to stay at home in August and had died of myocardial infarction in Octorber.
While neither the Japanese government nor TEPCO will only announce his death but both say they need not know the death because he was exposed just to a dose of 60mS, less than 100mS, the limit.
But Oshidori claims the gov't should know of the worker' death even if he was exposed to a dose less than 100mS. But Parliamentary Secretary Sonoda tries to repeat an evasive answer.
