Dear all,

Thank you all for visiting, reading and sharing the news with me on the Fukushima Appeal Blog. I’ve kept it running since February 2012. Unfortunately, I will need some break now to attend to some of my health issues.

I would like to thank this blog and its supporters for giving me an opportunity to become a part of the slowly awakening global community during this very important time of global change. I had zero knowledge of nuclear before the Fukushima disaster, and was and still am a just normal citizen. It’s been hard to see Japan becoming a criminal, immoral and authoritarian country since the Fukushima Disaster. So it’s been a huge awakening and healing process to have a platform to speak out instead of feeling powerless, angry and sad about it. With the new secret law that is going to be introduced in Japan soon, Japanese people will need more help than at any other time in its history from foreign bloggers, doctors and scientists. Please remember Fukushima. I hope that the more difficulties we may encounter, the stronger and connected we will become to fight against injustice and be able to act from our heart space. (Mia)

The process a French firm will use to clean Fukushima’s radioactive water has been blamed for a leukemia cluster in France and for polluted beaches and irradiated waters from the English Channel to the Arctic Sea.

 Areva SA has promised to remove up to 99.99 percent of the radioactive contaminants in 67,500 tons of water flooding the crippled Fukushima-Dai-ichi nuclear plant. It will use a co-precipitation method employed at its La Hague nuclear fuel reprocessing facility in Normandy.

That process has been documented in detail by a French nuclear expert and by the U.S. government, which has shunned France’s fuel reprocessing method because of “a nonproliferation concern and environmental concerns,” in the words of Nuclear Regulatory Commission Chairman Gregory Jaczko.

The water treatment process has been deplored by environmental groups including Greenpeace and Physicians for Social Responsibility in part because of the quality of cleaned water it produces:

France reprocesses reactor fuel at the vast La Hague facility on the Normandy coast. The so-called low-level liquid wastes from reprocessing are discharged into the English Channel and into the air. However, these “low-level” wastes still contain highly radioactive and often long-lived isotopes. Dumping these same wastes into the sea in containers would violate the 1970 London Dumping Convention.”

Areva treats contaminated water from reactor cooling systems by injecting chemicals that bind to radioactive isotopes and settle out.

Areva has not revealed which chemicals it will use at Fukushima, but a 1995 report commissioned by the U.S. Department of Energy (pdf) details the process it uses at La Hague. According to DOE, Areva uses:

Areva also uses hydroxides of sodium, manganese, titanium, and iron, according to other sources. The chemicals and radionuclides are removed from the water in a highly radioactive chemical sludge.

The sludge is mixed or encased with bitumen—a petroleum product similar to asphalt—to make the resulting product waterproof and corrosion resistant. That mixture is poured into drums, which are sealed and buried, according to DOE. Mary Bird Davis, an author and expert on the French nuclear industry, says that Areva has reduced its use of bitumen and since 2008 preserves most of the sludge suspended in glass that it seals in drums and buries.

The cleaned water, meanwhile, is discharged into the English Channel:

After treatment, liquid effluents are filtered and monitored and released into the English Channel by means of a pipe, the end of which is located in the Raz Blanchard current. The pipe travels under ground on land for 2500 meters and in the sea for 5000 additional meters.

That’s where Areva runs afoul of Greenpeace and PSR: “The liquid discharges from La Hague have resulted in contamination of area beaches and of seas as far as away as the Arctic Circle and are considered among the ten main anthropogenic sources of radioactive pollution of the world’s oceans.”

Health researchers have documented higher rates of leukemia near La Hague, and Greenpeace has turned the controversy into a video game called Block That Pipe:

In Japan, Areva has not mentioned ocean discharge—a disposal method already employed by the Tokyo Electric Power Company to get rid of thousands of gallons of what it described as “the least contaminated water.”

Areva has said the cleaned water could be recycled as coolant for the reactor cores as crews work to shut them down, a process that will take months and could take years. But there is far more water flooding the Fukushima plant than is needed to cool it.

The Fukushima plant was flooded when TEPCO was forced to pump seawater into the reactors to keep the cores from melting down.

In announcing the clean-up operation Thursday, Areva said other “processes could be used in parallel with the co-precipitation.” In France, the most common parallel process is evaporation: contaminated water is heated, evaporated, and the contaminants become highly concentrated.

Because some contaminants are gaseous—such as isotopes of iodine—the escaping vapor must be filtered. Davis sees risks in that approach:

Each time that wastes are treated by heat, whether to reduce the volume or for another reason, there is a risk that radionuclides and/or other toxic materials accompanying the radionuclides, will become volatile and escape into the environment. Filtration systems are never 100% effective.
排出量を減らそうとかなんとかで廃水を熱すると、放射性核種やその化合物など毒性の強い物質が揮発しやすくなり、環境に遺漏する危険性がある。100%有効な濾過方法などない。

The following is a plea from a mother who used to live in Fukushima City 60km from the power plant for 2 years and 4 months after the accident. she translated her mail through google and sent it to UNSCEAR.

私は福島市出身で原発事故当時も福島に住んでいました。

I am from Fukushima City and I was there at the time of Fukushima nuclear accident.

 
事故から2年後の今年の春、一気に家族の体調が悪くなり事故後、喉のつまりと痰が絡むのが続いていたのに加え、空咳が止まらなくなり病院で検査してもらいましたが原因不明。


Spring of 2013, 2 years after the accident, members of my family had deteriorated health all at once.  We continued to have stuffed throat with phelm, could not stop dry coughing.  We had medical inspection at a hospital, but the doctor couldn't tell the cause of our symptoms.

 
私と同じ症状で原因不明の患者さんがとても多いと言ってました。


However, the doctor said that there are many patients who show the same symptom with unknown causes.

 
子供は足の裏の骨の痛みを訴えるようになり周りの方に聞くと子供も大人も同じ症状が出ている。


My child began to complain pain in his foot bones and I heard many people including children and adults have the same syptoms.

 
病院に行っても原因不明と。


Again, doctors told us that they didn't know the reason.
そして私も線量の高い地区を仕事で歩いていたら足の裏の骨の痛みに加え手足のあらゆるところの骨が痛みだしイタイイタイ病のようになりドアの開閉も出来ない位痛みました。


I myself had bone pains all over my arms and legs after I worked in high-dose areas.  The pain was so fierce and I could not open and close a door even.  It was like Itai-Itai (Ouch-Ouch) disease.

怖くなり線量の高い地区を歩くのを止め一週間で痛みはなくなりましたが腕や足の皮膚を針で刺すようなチクチクという痛痒さはずっと続いてました。


I became scared and stopped walking in high-dose area, then the pain stopped after a week.  However, on my arms and legs, painful and itchy sensation as if being touched by needles continued for a while.

 
息子と私はその後吐き気と頭痛が続き、息子は血圧低下、血尿が続き原因不明。


After that, my son and I had continued naucea and headaches.  My son had lowered blood pressure and bloody urine, too.

家族で7月に県外に避難後1か月過ぎてから体調がよくなりました。

My family moved out of Fukushima in July.  One month afterwards, we all became better.

 
私達と同じ症状の方たちがとても増えています。


However in Fukushima, there is a sharp increase of people who show the same symptoms.

 
鼻血が止まらなくなりなる子もとても増えています。


There is a much increase of children who has prolonged nose bleeding.

 
急性心筋梗塞で亡くなる方もとても増えています。


The number of people who died of acute myocardial infarction is increasing.

 
放射能で健康被害が出ていないというのは国が何もなかった事にしようとしていると皆口を揃えて言っています。


Everybody is saying that the government is trying to make up a story where nothing had happened to people's health by just saying, "Radiation did not affect health."

 
行政ではなく市民一人一人の声を聞いて下さい。


In stead of listening to such government, please do listen to each citizen's voice.

子供達も大人もとてもとても辛く苦しい思いをしています。

Both children and adults have been suffering tremendously.
どうかちゃんと調べて下さい。お願いします。


Please do conduct a real health survey.

UNSCEAR is planning to submit the final report, by which future policy would be decided.  ICRP publications will be also based on UNSCEAR report.  So far, the draft contents say that there have been no health impacts on residents and even Belgian pro-nuke members got angry.

Let us Japanese citizens put pressure on the UN and prevent such submission of false reports and cruel policies!

So far, almost no organizations have made any move on real health hazards issue. (They talk about future risk but do not talk about on-going health hazards toward the UN.)
Therefore, I strongly believe each concious citizens' voice would alter the society.

France reprocesses reactor fuel at the vast La Hague facility on the Normandy coast. The so-called low-level liquid wastes from reprocessing are discharged into the English Channel and into the air. However, these “low-level” wastes still contain highly radioactive and often long-lived isotopes. Dumping these same wastes into the sea in containers would violate the 1970 London Dumping Convention.”

Areva treats contaminated water from reactor cooling systems by injecting chemicals that bind to radioactive isotopes and settle out.

Areva has not revealed which chemicals it will use at Fukushima, but a 1995 report commissioned by the U.S. Department of Energy (pdf) details the process it uses at La Hague. According to DOE, Areva uses:

Areva also uses hydroxides of sodium, manganese, titanium, and iron, according to other sources. The chemicals and radionuclides are removed from the water in a highly radioactive chemical sludge.

The sludge is mixed or encased with bitumen—a petroleum product similar to asphalt—to make the resulting product waterproof and corrosion resistant. That mixture is poured into drums, which are sealed and buried, according to DOE. Mary Bird Davis, an author and expert on the French nuclear industry, says that Areva has reduced its use of bitumen and since 2008 preserves most of the sludge suspended in glass that it seals in drums and buries.

The cleaned water, meanwhile, is discharged into the English Channel:

After treatment, liquid effluents are filtered and monitored and released into the English Channel by means of a pipe, the end of which is located in the Raz Blanchard current. The pipe travels under ground on land for 2500 meters and in the sea for 5000 additional meters.

That’s where Areva runs afoul of Greenpeace and PSR: “The liquid discharges from La Hague have resulted in contamination of area beaches and of seas as far as away as the Arctic Circle and are considered among the ten main anthropogenic sources of radioactive pollution of the world’s oceans.”

Health researchers have documented higher rates of leukemia near La Hague, and Greenpeace has turned the controversy into a video game called Block That Pipe:

In Japan, Areva has not mentioned ocean discharge—a disposal method already employed by the Tokyo Electric Power Company to get rid of thousands of gallons of what it described as “the least contaminated water.”

Areva has said the cleaned water could be recycled as coolant for the reactor cores as crews work to shut them down, a process that will take months and could take years. But there is far more water flooding the Fukushima plant than is needed to cool it.

In announcing the clean-up operation Thursday, Areva said other “processes could be used in parallel with the co-precipitation.” In France, the most common parallel process is evaporation: contaminated water is heated, evaporated, and the contaminants become highly concentrated.

Because some contaminants are gaseous—such as isotopes of iodine—the escaping vapor must be filtered. Davis sees risks in that approach:

Each time that wastes are treated by heat, whether to reduce the volume or for another reason, there is a risk that radionuclides and/or other toxic materials accompanying the radionuclides, will become volatile and escape into the environment. Filtration systems are never 100% effective.
排出量を減らそうとかなんとかで廃水を熱すると、放射性核種やその化合物など毒性の強い物質が揮発しやすくなり、環境に遺漏する危険性がある。100%有効な濾過方法などない。

Following up this article.. Tepco “Tank construction can’t catch up with increasing contaminated water” / “Trying to think of the solution” [URL]

On 9/30/2013, Tepco announced they can’t make the new tank construction plan after this October.
Having contaminated water rapidly increasing, they were supposed to publish the tank construction plan by the end of September. They asked Nuclear Regulation Authority for the permission to postpone it.
They are trying to publish it by the end of October.
They need to construct the tanks faster than contaminated water increase. This announcement revealed the contaminated water problem is going beyond their control.

The decontamination of tritium (T) is particularly problematic: it is a special form of hydrogen that forms tritiated water (HTO vs. H2O), which does not lend itself to removal by conventional technologies. This is because instead of the contaminant being carried along in water in suspended or dissolved form, the water molecule itself is modified. As a result, tritiated water is particularly difficult to treat and can spread easily if it escapes into the environment.
Preventing the releaseof tritium into the environment represents one of the last remaining environmental challenges for nuclear energy,” said Bill Gallo, chief executive officer of Kurion. “The key value of Kurion’s patent-pending detritiation technology is that it offers an economical alternative to releasing tritium into the environment and bolsters the appeal of nuclear power as a clean, safe energy source.”

Four companies announced nuclear plant closures in 2013—representing the first shutdowns in 15 years, and an unprecedented single-year retrenchment for the U.S. nuclear industry. “Renaissance in Reverse,” a July 2013 report by Mark Cooper, highlighted at least ten nuclear plants that could be forced to close earlier than planned. Cooper, a senior fellow at the Vermont Law School’s Institute for Energy and the Environment, drew his conclusions in part from reports by Wall Street analysts. Cooper stopped short of predicting specific plant closures, but he noted that about ten are at greater risk for closure because of low power prices, rising costs and other woes.
